"Inappropriate behavior" is a tenuous expression.

Behavior can't be appropriate or inappropriate without context.
Appropriateness only has meaning with relation to a set of expectations. If a behavior is wrong, if might be wrong, or it might just not fit the circumstances, or it might be correct but the expectations are wrong.

There are always young people who think that there is some merit in acting inappropriately. It's nothing new, every generation ever did it. It is just another call for stimuli and recognition, both of which are desired by young people.
